Son of Henry James Winn and Mary Ann Winn (née Knapp), of Cowes.

Born : 1898 Cowes.
  Census information :

1901 : Henry and Mary Winn, with their children including Charles aged 2, are at 37 Sun Hill, Cowes. Henry Winn is a Tailor.

1911 : Charles Frederick Winn, aged 12, is an Inmate of the Union Workhouse at Parkhurst. His brothers Herbert and Albert, and sister Melita, are also present.
